I am currently doing an essay on the extent of the Liberal Reforms' effectiveness for Higher (roughly equivalent to AS) history. As for historians' views, I've managed to find an argument (by Arthur Marwick) as to why the reforms were limited, however I've been struggling to find specific opinions of historians who believe that the reforms were largely succesful and paved the way for a welfare.
